Missing Persons
Locating missing persons can be complicated. Searching for a person that is no longer living can begin with locating the death certificate in the General Registry Office indexes, these are often held by central public libraries.
Searching for a living person can be more difficult as personal information may be restricted by the Data Protection Act 1998.
There are agencies that can offer help and also general advice such as http://www.direct.gov.uk/en/Hl1/Help/DG_10020545 and http://www.bl.uk/reshelp/findhelprestype/offpubs/electreg/traceliv/tracing.html
